OLACDE implements a data entry center to process data for the Useful Energy Balance project

The project “Elaboration of the Energy Balance in Terms of Useful Energy for the Industrial, Residential, Transport and/or Commercial Sectors (BEU, for its Spanish acronym)”, which is being developed in Ecuador, Panama and Paraguay, is progressing in its execution. A few days ago, a data entry center was installed to process the surveys collected in these three countries.

This data entry center will extract information on energy consumption in the industrial sector of the three countries. This data is the main input for the preparation of the useful energy balances in each country.

“We have set up a technical team in each country, headed by Fundación Bariloche. In each of the countries we have a national coordinator and a survey director, a fundamental aspect for putting together the BEU, especially in the industrial and residential sectors, where information obtained in the field and in the interaction with users comes from,” explained OLACDE’s Studies, Projects and Information Director, Medardo Cadena, when welcoming the team of data entry clerks, who received training this week.

The center is located at the headquarters of The Latin American and Caribbean Energy Organization (OLACDE). OLACDE already had this infrastructure and now it is being used by a team of 10 data entry clerks and a supervisor.

In this first phase, the survey process begins in the industrial sector and in the next 4 months in the residential sector.

During the training, Fundación Bariloche explained how to use the system to process and validate the information gathered in the field on how energy is being used in these consumption groups (residential, industrial, transportation and others). “The data entry clerks are in charge of receiving all this information coming from the three countries and incorporating it into the system that Bariloche has developed for processing the information”, emphasized Medardo Cadena.

The director highlighted Fundación Bariloche’s experience in the preparation of useful energy balances in the Dominican Republic and Argentina, where they developed techniques and tools.

The computer center is equipped with 12 computers: 6 for the data entry work of the surveys received and 6 for the external use of the validators in charge of Fundación Bariloche, who will also review and verify the contents of the surveys in case of inconsistencies. These facilities have the technical support of OLACDE’s IT team, which is responsible for the technological infrastructure and use of the organization’s servers.

The industrial survey data entry work began on Wednesday, April 6.

About the BEU project

The project “Elaboration of the Energy Balance in Terms of Useful Energy for the Industrial, Residential, Transport and/or Commercial Sectors (BEU)” is executed in Ecuador, Panama and Paraguay by The Latin American and Caribbean Energy Organization (OLACDE) thanks to the financial support of the European Union’s Euroclima+ Program and the Spanish International Cooperation Agency for Development (AECID).

The objective of the BEU Project is to strengthen the technical capacity of the institutions in charge of energy planning in the management of information on efficient energy use for the development and monitoring of energy efficiency policies and plans.

The Useful Energy Balance will be a key tool for proper planning, as well as a mechanism for monitoring and evaluating energy efficiency measures implemented.

Capacity building & knowledge

We advance high-level technical training programs that foster experience-sharing and develop the human and institutional capacities required to drive energy transformations across our region.

Our academic programs offer executive courses, postgraduate diplomas, master’s degrees, and innovative initiatives focused on key areas such as the energy transition, conventional and renewable energy, electromobility, and regional integration.

OLACDE builds a regional network of energy expertise, connecting governments, young professionals, academics, and industry experts to foster collaborative solutions through technical cooperation and talent development to address future energy and climate challenges.

Technical cooperation & climate finance

We strengthen South-South and triangular cooperation as key drivers to accelerate energy transitions across Latin America and the Caribbean. OLACDE unites efforts among governments, multilateral organizations, academic institutions, and the private sector to mobilize financing, technical expertise, and innovative solutions tailored to our regional context.

We advance strategic initiatives aimed at directing resources toward decarbonization, conventional energy, renewables, and energy justice projects—building a more efficient, inclusive, and sustainable regional cooperation architecture.

Regional energy community

We are building a regional energy community with a global outlook, positioning Latin America and the Caribbean as a pivotal player on the international stage. OLACDE amplifies regional representation in key multilateral energy, trade, and climate forums by fostering strategic alliances and international cooperation.

Through flagship events such as Energy Week and new spaces for high-level dialogue, we champion a collective voice that attracts investment, drives technical partnerships, and unlocks sustainable development opportunities across our region

Energy transition & strategic projects

We foster a regional energy transition built on sustainability, energy security, and social inclusion. OLACDE supports Member Countries in adopting emerging technologies—such as energy efficiency, storage solutions, green hydrogen, electromobility, and grid digitalization—to accelerate the sector’s decarbonization.

Our approach promotes strategic projects that strengthen energy resilience across Latin America and the Caribbean, reducing emissions while building a cleaner, more competitive energy infrastructure. Key regional initiatives, including OEMLAC, position our region as a benchmark for climate innovation and sustainable energy development.

Energy information and data

We develop regional platforms dedicated to energy intelligence, technical analysis, and strategic data systems that empower both public and private decision-making across the sector. OLACDE drives digital transformation in energy by leveraging artificial intelligence, georeferencing, and advanced analytical tools to map regional energy trends.

The integration of systems such as SieLAC, along with new regional digital platforms, consolidates reliable, up-to-date technical data—enabling modern, interoperable, and evidence-based energy planning.

Regional energy integration

We foster cooperation across the regional energy sector by prioritizing infrastructure development, cross-border collaboration, and regulatory alignment to enhance energy security in Latin America and the Caribbean. OLACDE coordinates strategic projects in power grid interconnections, natural gas integration, and joint energy planning to build resilient, sustainable partnerships.

Working alongside the governments of our 27 Member States, regional blocs, multilateral institutions, and key public and private stakeholders, we drive initiatives that introduce innovative energy exchange mechanisms, strengthen national capacities, and accelerate a unified regional energy transition.
