The Latin American and Caribbean Energy Organization (OLACDE) was established on November 2, 1973, with the signing of the historic Lima Convention. Its creation was a strategic response by the countries of the region to join forces in addressing global energy challenges, seeking to safeguard their energy resources and promote just and equitable economic development.
Originally ratified by 27 Member Countries, this intergovernmental initiative became the primary platform for cooperation and integration across the region. Today, under the OLACDE identity, the organization explicitly reaffirms the full integration of the Caribbean while advancing its mission to drive energy integration and the transition toward a sustainable future.

Andrés Rebolledo Smitmans was re-elected as Executive Secretary of the Latin American and Caribbean Energy Organization (OLACDE) for the 2026–2029 term during the LV Meeting of Ministers and Ministers of Energy of OLACDE, held in Chile in October 2025, in accordance with the provisions of the Lima Agreement.
His re-election reflects the support of the member countries for the work carried out between 2023 and 2025, a period during which OLACDE consolidated its position as a regional technical and political leader in energy integration, the transition toward clean energy, international cooperation, and capacity building.
With more than 30 years of professional experience, Andrés Rebolledo has held senior technical and political positions in the energy sector, international economic relations, and multilateral organisations. He holds a degree in Economics from the University of Chile.

He served as Chile’s Minister of Energy (2016–2018), leading a profound transformation of the Chilean energy sector through the large-scale incorporation of non-conventional renewable energy, promoting a cleaner, more competitive, and more efficient energy mix. During his tenure, regulatory frameworks for electric mobility were promoted and strategic foundations were laid for the development of green hydrogen, through a broadly participatory process involving public and private stakeholders.
He also held the positions of Chair of Chile’s National Petroleum Company (ENAP), Deputy Minister for International Economic Relations, Chile’s Ambassador to Uruguay, Representative to the Latin American Integration Association (ALADI), and consultant at the Inter-American Development Bank (IDB) and other international organizations.
In academia, he has taught in postgraduate programs at various Chilean universities and served as Dean of the Faculty of Administration and Business at Universidad SEK in Chile between 2020 and 2022.
During his current term, 2026–2029, his administration is focused on deepening regional energy integration, strengthening energy diplomacy, accelerating the adoption of clean technologies, promoting energy security and universal access to energy, and driving OLACDE’s institutional modernization, positioning Latin America and the Caribbean as a region capable of proposing energy solutions on the global stage.
With over 12 years of experience in the public sector and international organizations, she holds a Bachelor’s degree in Government and Public Administration, as well as a Master’s degree in Political Science from the University of Chile. Previously, she served as Coordinator of the International Relations Office at the Ministry of Energy of Chile. Her background combines expertise in public policy, strategic management, and international relations, with an emphasis on negotiation, institutional alignment, and coalition-building across the energy sector.
Currently, she coordinates the strategic agenda of the Executive Secretariat and manages the Organization’s relations with its Member Countries, international organizations, and strategic partners.

With 20 years of experience in the Uruguayan public sector, he has served as National Director of Energy and President of the Electricity Market Administration. He holds a Bachelor’s and Postgraduate degree in Political Science, a Master’s in Advanced Project Management, and Diplomas in Regional Integration and Energy Diplomacy, as well as International Geopolitics.
His work focuses on the development of strategic projects, market analysis, and strengthening energy integration across the region.
Diplomat and holder of a Bachelor’s degree in Industrial and Business Administration, with two decades of experience in international cooperation and the energy sector. She holds specialized certifications in cooperation management, energy policy, climate change, gender, and project design, alongside Diplomas in Regional Integration and Energy Diplomacy.
Her expertise spans the planning, management, implementation, and coordination of strategic international alliances, as well as leading projects aimed at strengthening energy access, integration, and security across the region.

He brings two decades of comprehensive experience in the energy and mining sectors, specializing in hydrocarbons, renewable energy, and mining.
His background spans project design and leadership across the private sector, public management, and transnational technical consulting.
He is an expert in energy regulation, logistics, and climate change, with strong leadership in aligning regional policies alongside major multilateral organizations and international financial institutions.
Cuban-Spanish and Ecuadorian lawyer and expert in Public International Law and Regional Integration, with over two decades of experience in the regional energy sector. A graduate of the University of Havana, she holds a Master’s degree in International Negotiations and Foreign Trade from the Institute of International Relations at the Central University of Ecuador. She is currently pursuing a Doctorate in Law (Ph.D.) and a Master’s degree in Energy Transitions at the National University of Rosario (Argentina).
Her work focuses on strategic legal advisory, the energy sector regulatory framework, international agreement negotiations, and institutional legal support, as well as managing OLACDE’s Legal Energy Information System (SIEL).

CPA and holder of a Master’s degree in International Finance from the Autonomous University of Barcelona (UAB), with over 16 years of experience within the United Nations system leading financial architecture, internal control, and strategic portfolio management across Latin America and the Caribbean, alongside 5 years in the private sector specializing in corporate finance and accounting.
She specializes in designing standardized budgetary models, optimizing resource allocation, scaling operational capacity, and advancing financial governance for international organizations.
Career diplomat and graduate of the Foreign Service Institute of the Argentine Nation (ISEN), holder of a Bachelor’s degree in Literature from the University of Buenos Aires, and Non-Resident Fellow at the Institute of the Americas. He brings over 13 years of experience in the political and diplomatic management of energy integration processes within energy transition contexts.
His professional track record focuses on leading high level international negotiations, designing climate change mitigation strategies, and coordinating multilateral cooperation mechanisms for the energy sector across Latin America and the Caribbean.
