OLACDE and the European Union give fresh momentum to biregional energy cooperation

OLACDE and the European Union have entered a new phase of cooperation between Latin America and the Caribbean and Europe, with regional energy integration at its core. The 2026–2028 Action Plan includes initiatives on electricity interconnection, natural gas integration, energy planning, regulation and capacity building, with a focus on project preparation and expanding investment opportunities.

During the 11th Energy Week, the Latin American and Caribbean Energy Organisation (OLACDE) and the European Union reaffirmed their commitment to deepening energy cooperation between the two regions and advancing an agenda to strengthen integration across Latin America and the Caribbean.

This new phase combines European expertise in electricity market integration, grid regulation and cross-border infrastructure planning with OLACDE’s ability to coordinate priorities and processes among its 27 member countries. Building on these complementary strengths, the agenda aims to improve project readiness, strengthen capacities and expand opportunities for cooperation and investment in strategic areas of regional energy integration.

The 2026–2028 Energy Cooperation Action Plan, agreed under the Memorandum of Understanding signed in May 2025, identifies regional energy integration and energy planning as its priorities, with regulation as a complementary area of work.

Electricity integration will be a key focus, with cooperation supporting the preparation of priority interconnection projects, pre-feasibility studies and the structuring of initiatives at different stages of development. The agenda also provides for regular updates to OLACDE’s Regional Electricity Interconnection Plan.

The agenda also covers natural gas integration through technical dialogues among authorities and experts from both regions, as well as energy planning through expert workshops, exchanges of methodologies and capacity building. On regulation, it will promote exchanges among authorities, regulators and transmission system operators.

Through this agenda, OLACDE and the European Union aim to scale up energy cooperation between the two regions and translate it into stronger capacities, better-prepared projects and new opportunities to advance energy integration across Latin America and the Caribbean.

We are building a regional energy community with a global outlook, positioning Latin America and the Caribbean as a pivotal player on the international stage. OLACDE amplifies regional representation in key multilateral energy, trade, and climate forums by fostering strategic alliances and international cooperation.

Through flagship events such as Energy Week and new spaces for high-level dialogue, we champion a collective voice that attracts investment, drives technical partnerships, and unlocks sustainable development opportunities across our region

Energy transition & strategic projects

We foster a regional energy transition built on sustainability, energy security, and social inclusion. OLACDE supports Member Countries in adopting emerging technologies—such as energy efficiency, storage solutions, green hydrogen, electromobility, and grid digitalization—to accelerate the sector’s decarbonization.

Our approach promotes strategic projects that strengthen energy resilience across Latin America and the Caribbean, reducing emissions while building a cleaner, more competitive energy infrastructure. Key regional initiatives, including OEMLAC, position our region as a benchmark for climate innovation and sustainable energy development.

Energy information and data

We develop regional platforms dedicated to energy intelligence, technical analysis, and strategic data systems that empower both public and private decision-making across the sector. OLACDE drives digital transformation in energy by leveraging artificial intelligence, georeferencing, and advanced analytical tools to map regional energy trends.

The integration of systems such as SieLAC, along with new regional digital platforms, consolidates reliable, up-to-date technical data—enabling modern, interoperable, and evidence-based energy planning.

Regional energy integration

We foster cooperation across the regional energy sector by prioritizing infrastructure development, cross-border collaboration, and regulatory alignment to enhance energy security in Latin America and the Caribbean. OLACDE coordinates strategic projects in power grid interconnections, natural gas integration, and joint energy planning to build resilient, sustainable partnerships.
