The Latin American and Caribbean Energy Organization (OLACDE) and the Ministry of Hydrocarbons and Energy of the Plurinational State of Bolivia defined the 2027 work agenda, establishing the strategic and operational framework for Bolivia’s upcoming Presidency, which it will assume in October during the LVI Meeting of Ministers, OLACDE’s highest governing body.
During the meeting, both authorities agreed on a roadmap to coordinate and guide Bolivia’s leadership as President of OLACDE over the coming year.
The agenda is structured around four strategic pillars:
- First — Just and sustainable energy diversification: promoting renewable energy, energy efficiency, electric mobility, and new energy applications.
- Second — Energy security, hydrocarbons, and transition fuels: recognizing natural gas as a key transition fuel, while strengthening the security and resilience of energy supply.
- Third — Energy integration and regional infrastructure: focusing on energy interconnections, the development of strategic infrastructure, and regulatory harmonization.
- Fourth — Investment, financing, and innovation for energy diversification: attracting public and private investment, promoting public-private partnerships, strengthening financing mechanisms, and fostering technological innovation.
The meeting was also attended by representatives of the European Union, OLACDE’s Permanent Observer; the Embassy of Germany in Bolivia; and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), through the ProTransición programme, supported by Germany’s Federal Ministry for Economic Cooperation and Development (BMZ). Their participation strengthened coordination with strategic partners, as well as the technical and financial cooperation required to implement the agenda.
