The Latin American and Caribbean Energy Organization (OLACDE) and Argentina’s Federal Investment Council (CFI) signed a Framework Agreement for Interinstitutional Cooperation to drive energy development and integration through planning, technical assistance, and knowledge exchange.
The agreement was formalized during the Federal Energy Planning Conference, organized by the CFI, which brought together provincial energy ministers, technical teams, and international organizations with the goal of building a shared vision for the country’s energy future.
The CFI’s Secretary General, Ignacio Lamothe, noted that “thinking about energy planning from a federal perspective means building, together with the provinces, a common roadmap that links energy to the country’s productive development. It is a collective task that requires cooperation, continuity, and a long-term vision.”
For his part, Guido Maiulini, OLACDE’s Head of Strategic Advisory, stressed that “energy planning is a profoundly political task. In this sense, multilateralism and federalism share the same logic: they bring together diverse realities and different interests and capacities to build shared, sustainable strategies. It is not just about having a plan, but about sustaining a joint planning process that expresses cooperation between countries and territories, capable of adapting and responding to ever-changing geopolitical, climate, and technological contexts.”
Maiulini presented the main lines of work OLACDE is driving in Latin America and the Caribbean aimed at strengthening energy planning and integration, such as the Regional Energy Planning Council, a technical-political space that promotes the harmonization of methodologies and scenarios among countries; the recent launch of ENLACE, a regional energy knowledge hub; the Mercosur + Chile Gas Integration Project; the CELAC–European Union Energy Integration Initiative; the Nuclear Energy Working Group; and the Hydro for Net Zero Initiative, among others.
Likewise, Rodrigo Moreno, an OLACDE consultant, presented the Chilean case of long-term energy planning, highlighting the importance of anticipating system needs and bringing together public, private, and territorial actors in defining future scenarios. He stressed that this proactive approach helps guide infrastructure investment, facilitate the integration of renewable energy, and ensure a just and orderly transition.
The Framework Agreement establishes mechanisms for developing joint research, training, and institutional strengthening projects, with a focus on energy planning, regulatory frameworks, and regional convergence. It also provides for workshops, seminars, and technical publications, the exchange of experiences and data between teams from both institutions, and the securing of financing for joint projects that support provinces in designing sustainable energy strategies.
With this signing, OLACDE and the CFI reaffirm their commitment to interinstitutional cooperation and strategic planning as pillars for a just and integrated energy transition, recognizing that the challenges of energy development require coordinated action and a shared vision among the countries of Latin America and the Caribbean.
