During this session, Fabio García, an OLACDE specialist in Studies, Projects, and Information, presented the project’s methodologies as well as progress on the national study, which is focused on identifying vulnerabilities and proposing adaptation measures for Panama’s energy system.

The agenda included a specialized analysis of the impacts of climate change on the energy sector, in addition to a tour of the Fortuna Hydroelectric Plant, where its technical and operational characteristics and its exposure to extreme weather events were reviewed on site. This mission received valuable support from TECNALIA, a longstanding strategic partner in processes to assess and strengthen energy resilience in the region.

In parallel, OLACDE advanced the implementation of the SCREEN–ALC II Project in Honduras, in coordination with Honduras’s Energy Secretariat and with funding from the Spanish Agency for International Development Cooperation (AECID). As part of this effort, Fabio García conducted a technical visit to the Miraflores electrical substation in Tegucigalpa, where climate risks affecting the electrical infrastructure were assessed and the adaptation measures needed to ensure a safer, more reliable, and sustainable system were identified.

The actions carried out in both countries reinforce OLACDE’s commitment to technical strengthening and to building tools that enable Latin American and Caribbean States to move toward robust energy planning that incorporates resilience criteria in the face of growing climate change challenges.

OLACDE will continue supporting member countries in implementing policies, studies, and adaptation actions that help consolidate a safer, more sustainable, and more inclusive energy future for the region.

The Latin American and Caribbean Energy Organization (OLACDE) carried out a series of technical activities in Panama and Honduras under the SCREEN–ALC II Project, an initiative aimed at integrating climate risk management into energy planning across Latin American and Caribbean countries.
